It might have a homepage, a services page, an about page and a contact form, but the pages do not work together as a sales journey.
A website should answer the questions a customer has before they call, book, request a quote or trust you with their details. If it only says who you are and lists a few services, it leaves too much work for the visitor. Most visitors will not do that work. They will compare you with someone whose site makes the decision easier.
